I can't quickly locate that record, but my first guess would be because a copy of the proceedings was acquired by an academic library in France, who naturally cataloged it in French. (Just as I would use English to catalog the proceedings of a French conference that my library acquired.) Then it got batch-loaded into WorldCat via one of OCLC's many projects to acquire lots of (typically sub-standard) records from European libraries.

And no other library in the English-speaking world has bothered to catalog it yet.

You do realize that this was a rhetorical marveling at the fact that it's the American Psychiatric Association and it as published in French, right? I'm marveling at the irony.

As for the record: OCLC 164331937, which is only owned by a German library.

Given how the latter half of my week went, my rhetorical sensors are busted and my tolerance meter is red-lined.

Even better--it was published in France (in French and English) and then the descriptive cataloging was done in German! (The latter is what I thought you meant by "the catalog record is in French".)

And in the U.S., the entire proceedings seem to have been published only on cassette (OCLC #35011802), which thus can't easily be faxed to a customer...

Actually, it gets even better:

The British Lending Library has the proceedings in English, as does the Canada Institute for Scientific and Technical Information (aka CISTI), neither of whom bothered to catalog it in OCLC!

And, still, no American holders of the American Psychiatric Association.
